The NHS National Oversight Framework (NOF) is the new performance assessment tool for all NHS Trusts and will be launched in the coming days.

It introduces a transparent, metric-based approach to measuring organisational performance across five key domains:

  •  Access to Services
  •  Effectiveness and Experience of Care
  •  Patient Safety
  •  People and Workforce
  •  Finance and Productivity.

Not every metric applies to every Trust, reflecting the differences between acute, mental health, and ambulance services etc.

How it works

Each Trust is assigned a segment rating from 1 to 5, with Segment 1 representing the highest performing organisations.

In addition to the overall segment, league tables will be published for three categories:

  • Acute and Specialist Trusts (134 Trusts)
  • Non-Acute Trusts (61 Trusts)
  • Ambulance Trusts (10 Trusts).
What this means for Mersey Care

We expect the first NOF data to be published imminently. Early indications show that Mersey Care has achieved:

  • Segment 2
  • Ranked 25 out of 61 in the Non-Acute Trust league table.
What happens next
  • The underlying data, metrics, and league tables will be refreshed and published quarterly, providing a clear and accessible view of our performance for staff, partners, and - most importantly - our patients and service users.
  • The good news: these measures align with what we already strive to excel at. There is significant opportunity for improvement within reach.
