Current public procurement legislation is governed by the Public Contract Regulations 2015 (PCR2015). However, this legislation is to be replaced by the Procurement Act 2023, currently scheduled to come into effect from 24 February 2025.

The aim of the new Act is to improve the procurement process for both buyers and suppliers, via streamlined and simplified procurement routes.

Key impact for Trusts

Although the key principles of public sector procurement will still apply, the new Act requires increased transparency, involving a range of mandatory notices to be published via a new central digital portal, accessible to all parties, potentially impacting on some of the Trust’s procurement processes.

Communications will be issued as necessary to provide any updates prior to implementation.

Procurement’s Divisional Business Partners will be providing a series of monthly Procurement awareness sessions between November and February that will include aspects of the forthcoming legislation.
