Why change
- Knowsley DN oversight highlighted the lack of resilience in UCT
- Currently multiple access routes into District Nursing across the Division (Liverpool/South Sefton/North Sefton/Knowsley) making it confusing for our service users
- Each Place operating own processes
- Poor resilience amongst smaller teams
- BCP dictates that DNs cover any gaps in clinical triage service provision
- Different operating hours and processes at weekends
- Clinical staff undertaking admin duties due to inefficient processes
- Overall lack of standardisation across division
- Step towards single point of access across Division in line with Trust Strategy and DN Transformation work.
Process
- All staff will be engaged with in line the Trust’s HR19 Organisational Change Policy and Procedure. This will include a 30 day period of consultation with the staff and staff representatives
- All Job Descriptions will remain the same for all staff and any reasonable adjustments and flexible working arrangements will transfer with you
- The main change for UCT will be a change of management structure (SPC). Staff will be fully engaged with and offered one to ones to discuss any concerns.
- For SPOA, a proportion of staff will be required to move to SPC. All staff will take part in an engagement process which will include attendance at an engagement session and a one to one meeting (with union if required)
- Due to the requirement to ‘split’ the resource within SPOA between staying in SPOA and moving into SPC, staff will be requested to express an interest to move into SPC
- If there isn’t enough expressions of interest, or there are too many expressions of interest, we will continue to engage with staff to ensure appropriate movement of resource
- If following these conversations there are still too many staff expressing an interest to move from SPOA, or remain in SPOA , there may need to be a competitive process; however, this approach will be avoided as far as possible

Following the transfer of the District Nursing activity to SPC, the operational hours of SPOA for the remaining staff may reduce in line with the services they are supporting. However, all staff will remain on an 8am to 8pm contract

Consequently, staff who remain in SPOA may have a reduced rota for working evenings and weekends. This will be supported by the HR19 policy in accordance with length of service.
