A minute’s silence for 35th anniversary of the Hillsborough tragedy
The silence will be observed today, Monday, 15 April at 3.06pm, the exact time at which the fateful match was stopped – in memory of the 97 people who lost their lives. Following the silence, a bell will toll 97 times. Find out more from Liverpool City Council. Please make local arrangements if you wish to observe the silence. Room booking update
The meeting rooms in Hollins Park Hospital are live on the room booking system. You can book these rooms from the 22 April. Any existing bookings for this week (15 April) will remain valid, if your booking is for after this date, you will need to rebook via this link.
Fraud newsflash – caution with unusual email requests
There have been several incidences reported about people receiving emails from genuine NHS email address asking the receiver to look at an attachment or asking how to change their bank account details. Find out more in the attached document and counter fraud page.
Civica Occupational Health (OPAS-G2)
We are adopting a new occupational health computer system from next month called Civica Occupational Health (also known as OPAS-G2). Rollout will happen on 25 April. Training sessions have been organised on the run up to the new system launch.

Update to room booking system
We are rolling out a new room booking system for all meeting rooms across the Trust. From 26 March, you will be required to check in to any room you have booked upon arrival within 15 minutes of meeting start time. Find out more on YourSpace.

Whalley handover
After 103 years in Whalley in various forms of specialist services, our buildings in the Ribble Valley were handed over at midnight on 31 March to Lancashire and South Cumbria NHS Foundation Trust. We now provide low secure learning disability care at the new Aspen Wood facility on Maghull Health Park. A huge thank you to the dedicated staff on site in Whalley who worked to make sure of a smooth transfer.

HFMA NHS Audit Committee Handbook
The HFMA has recently updated its NHS audit committee handbook. The handbook is designed to help NHS governing bodies and audit committees in reviewing and reassessing their system of governance, risk management, and control. This is to make sure the governance remains effective and fit for purpose, whilst also ensuring that there is a robust system of assurance to evidence it.
The handbook consists of 20 chapters covering topics from the purpose of the audit committee and committee arrangements to specific roles, partners and current issues.
Practical examples and references to further guidance are included throughout and the appendices include example tools such as self-assessment checklists, agendas and terms of reference.
The handbook has been a useful resource for audit committees for a number of years. This latest version has been completely rewritten to reflect current challenges and issues, and will be continually updated to ensure it remains relevant. The HFMA is grateful for the support provided by NHS England in producing this latest edition.
Later this month, the HFMA will also be publishing its Year-end reminders for audit committees 2023/24, part of a wider series of resources to support finance teams and audit committees with the 2023/24 year-end audit.

New HFMA roundtable: special case
From April 2024, some integrated care boards will take on full delegation of specialised services, with the purpose of improving the integration of services.
Our latest roundtable, supported by Boehringer Ingelheim, looks at the practical issues around this major change.
Since 2013, NHS England has been the commissioner for specialised services – everything from chemotherapy and kidney dialysis through to gene therapies and hand transplants. This has led to improvements with greater standardisation of services and clear clinical access policies.
However, this means that the patient pathway is fragmented, with different commissioners responsible for different parts of the pathway. This can make it difficult for commissioners to invest in upstream services that can improve outcomes and eliminate the need for more significant interventions downstream. Under current arrangements, the investment can come out of one budget, while the benefits are felt in another.
The move to local commissioning of specialised services aims to align the incentives and secure a balance between national consistency and universal access and local decision-making for the benefit of local populations.
With some integrated care boards taking on delegated responsibility for appropriate services from 2024/25, the roundtable explores the benefits of making the change and the challenges that need to be addressed.

It's important to acknowledge that within the NHS, we have a substantial population of staff reaching retirement age. Therefore, it is imperative that we explore how to best provide support to ensure the nurturing of all talent, knowledge, and expertise within this staff group.

Please find details below for the revised Standing Financial Instructions and Scheme of Delegation as approved by the Board of Directors at their March 2024 Meeting.
Changes to the Standing Financial Instructions:
New regulations have been issued - The Health Care Services (Provider Selection Regime) Regulations 2023 – together with supporting guidance by NHS England that came into force at short notice in January 2024. These ‘PSR Regulations’ relate to the procurement by commissioners or NHS providers of a range of healthcare services. Mersey Care does commission health care services in support of its own healthcare service provision, normally through sub-contracting arrangements that are now covered by these PSR Regulations 37.
In respect of the Standing Financial Instructions (SFIs), which are a Board-approved policy, this has entailed the significant revision to the Chapter 7 (Tendering and Contract Procedure) of the SFIs based on the changes:
a. to replace the existing Chapter 7 of the SFIs with a revised Chapter 7 which will be primarily focussed on the 2015 Public Contract Regulations (as amended) and the 2023 Provider Selection Regime Regulations
b. housekeeping – to replace references throughout the SFIs to Monitor / NHS Improvement with NHS England and Department of Health with Department of Health and Social Care and to update names of guidance documents (if necessary)
c. housekeeping – to update paragraph 5.3.1 (Banking Procedures) by adding the following sub-paragraphs re the detailed instructions for the operation of bank / GBS accounts which must include: “(c) how risks of fraud and overpayments are to be assessed, evaluated, prevented, countered systematically and managed when discovered; and (d) when and how payment by procurement / corporate cards or direct debits are acceptable.”
d. to reflect the updated financial limits (based on national guidance) for the maximum value for: i. competitive tenders – from £115,633.33 to £139,688 ii. works – from £4,447,477.60 to £5,372,606.
Changes to the Scheme of Reservation and Delegation:
The main changes are presentational and also required changes to reflect the changes to Executive Director portfolios and changes to Board Committee Membership. The voting membership of the Trust’s Board Committees have been amended from 1 April 2024.

Amendments to Key dates:
The ADJ-24 period will now close on Monday 29th April 2024 (unless you have specified a different date on your Year end M12 closure form). If you require an extension to this date please let us know as soon as possible.
Please note that you will not receive an ADJ-24 period reconciliation pack from the GL team. Any movement or reconciling items will be reflected on your M01 reconciliation pack if not cleared.

Please note that the rollovers completed by NHS SBS on your behalf, are balance sheet only. During the Rollover activity, we may come across disabled code combinations and due to time limitations we will be taking the following steps:
1. Enable the (disabled) code combination
2. Post the journal to clear the balances
3. Disable the code combination
If NHS SBS are not completing your Year End rollovers, please arrange for this to be processed locally.
Additional Information:
During your financial year end the system automatically moves any balance on all I&E accounts (including suspense) for that year to a reserves account (3XXX) range. This means that the YTD balance at the end of the ADJ period will be moved into the reserves account however you will not be able to see the actual movement in the ledger. This will mean that the opening balance for April will show as a Zero balance for all I&E accounts.
Potential implications of not clearing to nil balances:
- Over/Understated individual I&E accounts as the contra entries will remain on suspense accounts.
- Over/Understated individual I&E accounts as the reversal of accruals will remain on the suspense accounts. For example Non PO Suspense; if you do not manually post an accrual to clear the March Non PO System Generated Accrual by following the above steps, the balance at the end ADJ will automatically post to reserves and the accrual reversal in April will remain on the Non PO Suspense account.
- Balances that remain after year end will be difficult to clear as it will involve recoding each individual invoice to the correct account in order to ensure I&E reflects the correct position. These will need to be provided by the client if this is the case.
- Confusion caused to budget managers as affected I&E accounts will indicate additional spend that has not actually been incurred.

Subject: INFORMATION - Supply Chain Coordination Limited (SCCL) Oracle Fusion Project – Latest Updates
Further to Supply Chain Coordination Limited's (SCCL) latest communication relating to their organisation transition to Oracle Fusion Financial & Accounting system, they have now shared with us their updated document templates for invoices/credit memos. On review there is no change to our system as a consequence of the change and no impact to Tradeshift.
SCCL confirmed a "No-Go" decision for their original timeline to move to their new platform in early April 2024, but there are still some activities taking place/items to be aware of ahead of the transfer:
Bank Accounts
As part of the migration to Oracle Fusion Financials SCCL have rationalised all their bank accounts and will have a single bank account for customer payments from the 1 April 2024 which is more efficient for them and their customers.
- SCCL will be retaining bank account 10029737 (NHS SC Accounts Receivables) which is more commonly used.
- SCCL will be closing bank accounts:
o 10029729 (Supplychain Maintenance)
o 10029745 (Supplychain Capital)
Therefore, for all payments being made after the 1 April, all funds will need to be sent to the 10029737 bank account.
As a result of this request from SCCL, we NHS SBS will update all organisations (where needed) to this single bank account. Therefore, there is no action needed to enact this change by your organisation.

Fraud Prevention Notice
"CEO fraud / unsolicited payment request fraud"
The above FPN Notice has been issued centrally by the NHS Counter Fraud Authority to highlight the increasing risk of “CEO fraud / unsolicited payment request fraud”.
In summary, CEO fraud is when a criminal poses as a senior person in an organisation, usually the CEO or Chief Finance Officer in order to persuade staff to make an urgent payment.
The emails tend to be sent late on a Friday or just before a bank holiday or other extended weekend.

2 APRIL - World Autism Awareness Day – A day to increase understanding and acceptance of people with autism, celebrating their unique talents and contributions. Autism friendly events and educational activities take place across the country, the activities span out across the entirety of April to help increase acceptance and understanding.

7 APRIL - World Health Day – A day to focus on global health issues, advocating for equal access to healthcare services for everyone, everywhere.
World Health Day is celebrated on the 7 April annually, it signifies the founding of the world health organisation in 1948. This year’s focus is on ‘my health, my right’, currently global conflicts are devastating populations, and the climate crisis is ongoing. The theme of this year was to push forward equality in health services, education and information, and to continue to support the global aim of safe drinking water, clear air, good nutrition, and decent housing. 9 APRIL - Eid Al-Fitr is a Muslim holiday celebrated across the globe to mark the end of the month long fasting, known as Ramadan. It takes place daily from dawn to sunset, so is approximately 14 hours a day, it is the holiest month of the Islamic year. Eid Al-Fitr is due to begin around the 10th of April and is a 3-day celebration, it is honoured through spending time with family and friends, prayer, festivities and food worldwide. During the remaining time of Ramadan, it is important to consider how this could be affecting colleagues, family and friends, especially with the pressures of year end coming up.
13 APRIL - Vaisakhi – An important festival in the Sikh and Hindu calendars, celebrating the start of the harvest season and the Sikh New Year. Vaisakhi, also pronounced Baisakhi marks the first day of the month of Vaisakh and is traditionally celebrated annually on 13 April and sometimes 14 April. It is seen as a spring harvest celebration primarily in Punjab and Northern India. Further, other Indian cultures and diaspora celebrate this festival too.

The beginning of April brings along a new financial year, and as this period tends to be busier than usual for finance staff, it’s important to look after ourselves. Here are some tips to help manage stress and anxiety:
1. Prioritize tasks: Make a list of all the tasks that need to be completed before the year-end deadline and prioritize them based on importance. Focus on completing one task at a time to prevent feeling overwhelmed.
2. Take breaks: It is important to give yourself time to rest and recharge. Take short breaks away from your desk throughout the day to clear your mind and reduce stress levels.
3. Stay organized: Keep your workspace clutter-free and organized to help maintain focus and productivity. Use tools such as calendars or to-do lists to stay on track and ensure nothing falls through the cracks.
4. Practice self-care: Make time for activities that help you relax and unwind, such as exercise, meditation, or spending time with loved ones. Taking care of your physical and mental well-being is crucial during busy periods.

This psychoeducational group has been developed by Occupational Health and Wellbeing Services and is facilitated by qualified Cognitive Behavioural Therapists. On the 1st of April it is April fools’ day, a morning of tricks and jokes and everyone can get involved in the fun. But as soon as the clock strikes 12pm, you can’t play anymore jokes or you will be the fool!

We're looking for challengers to take on the BTR Liverpool Mersey Tunnel 10K. It's a unique race - with runners starting in Liverpool, going through Kingsway Tunnel, along the Wirral seafront, and finishing in New Brighton. The event takes places on Sunday 14 April. Join us for The Yorkshire 3 Peaks Challange in aid of Mersey Cares; the Mersey Care NHS Charity. Experience the breath taking views and spectacular scenery that the Yorkshire Dales have to offer!
You will be supported by specialist mountain leaders and trained professionals at Overlimits, who will guide you every step of the way. The crew will provide you with advice on equipment, clothing, navigation and routes. You will also be added to a friendly Whats App community in which you will be sent the latest updates and be invited to a zoom pre-brief.
